Rubble dumped from work being carried out by bride / foothpath between Tesco and West Town Lane Academy

Ongoing work being carried out on bridge between Tesco and West Town Lane Academy. The rubble from digging has been dumped partially blocking the entrance to the cycle path. Not only is this an obstruction but as this has been left over night we now have kids / teenagers causing a disturbance at night, moving the bollards (causing more of an obstruction) and throwing the rubble into the over flow stream that runs parallel to the cycle path. I am concerned that they will cause damage to nearby cars parke next / near the entrance. The work vans / lorries have also caused damage to service strip outside my property. No written notices to advise why the work is being carried out or for how long.
