Small elder tree falling over and intruding 1.2m into carriageway

A small elder tree is falling over and sticking out 4ft (1.2m) into the carriageway. This was present last night at 10pm. Vehicles travelling at the legal limit of 20mph should be able to see it in time to stop and steer around it when there are no vehicles coming in the other direction but if a vehicle does not stop I would anticipate a minimum outcode of a smashed headland and damaged nearside wing.
