Fencing blocking pavement and narrowing road

From rear of property there is wooden and heras fencing that is totally blocking the pavement and narrowing the road. It has been like this for a while. Should this be there? do they have permission to fence off the pavement?

I am writing to ask why this case is closed . There has been no explanation . Residents in this street are frustrated by the fact that this has been reported over the last three years . The council have done nothing to address this hazard and threat to health and safety . I would like a reply stating what was done as a result of my complaint

There is a badly broken pavement on the corner of Trelawney rd opposite number 30 This has been smashed by a lorry mounting the pavement . The pavement is a severe threat to the safety of pedestrians and disabled people could not get a wheelchair over the remaining pieces of concrete

There is a badly broken pavement on the corner opposite 30 Trelawney rd . This will cause a severe injury to anyone walking . Someone has sensibly put a cone near it to alert pedestrians . This has been reported before but as yet there is no action after several months
