Damaged around storm drain

A least 2 years ago the wall surrounding this storm drain was damaged and steel barriers were erected around the damage. A 6 foot fence was erected (not sure for what reason) which stops the grass being cut and therefore there have been weeds and ivy growing over these barriers last spring and summer which covered the barriers. The pavement is now being eroded and breaking away. This path is used by children going to Bridge Farm School. With the grass not being cut my fear is the weeds and ivy will grow even taller over the barriers this year and the pavement breaking away even more.
