Significant concrete spalling and reinforcement corrosion

I noticed this while going for a jog yesterday, located on the underside of the Brunel way bridge, along the line of the public footpath.

It looks like there has been a large (roughly 10 square metres) spalling of concrete and long term corrosion of the reinforcement, which will have significant detrimental impact on the strength of the bridge in this location.

I haven't been along this way before but guessing as a civil engineer - from the level and size of corrosion it looks like it has been developing for several years.
