Uneven surface on recently resurfaced path

The recently resurfaced sections of the Bristol Bath Railway path have been finished to a standard that makes them difficult to cycle/scoot/ride upon. In fact I'd even say the surface us actually marginally worse than the defects caused by the tree roots in the first place. Could the surface be rolled in order to remove some of the bumps and make it suitable for cycling/scooting. Many thanks.
