Damaged metal grid over lightwell

At 1.45 pm today (29/4) one of the Council's employees or contractors was spraying weeds in our street. He drove a yellow vehicle along the pavement to spray some plants in my lightwell at 19 Anglesea Place and damaged the metal grille over my basement, which is now presenting a tripping hazard. Please can you replace it ASAP and refund me £13.70 for the hazard tape I've just bought.
