Right of way, priority not clear

I was coming up the hill going east, and a car was coming down the road going west. I was slightly ahead of the car coming into the chicaned section, and the car had plenty of time to stop as it approached the double dotted line on it's late. It didn't stop however and we proceeded to both go through the chicane at the same time as the vehicle was travelling faster than I was. The driver was very abusive as the car passed.

That section doesn't have a clear priority, and I'd like to know if there is meant to be one marked out.

I would have thought as I was coming up hill, and crossed the line into the chicane first I'd have right of way, but the driver clearly thought otherwise.

It think it would reduce risk, and conflict to mark a priority.

Please let me know if this has been considered, and if there is currently a priority that I'm not aware of.
