Over growing hedge through lane to school, and kerb broken

Kerb is broken uneven and moves outside our house number 50 Avebury. Also the hedge separating our house and access school lane, must be 3 meters high. Whilst we can maintain the sides in our garden the height is unmanageable, and we can’t get to the top! We wondered who’s hedge it is a excatley and if it was our sole responsibility ?! Thank you
