Repairs to Railway Path

Repairs to the Bristol & Bath Railway Path are ongoing.
Each of the repairs across the width of the path, however, is at a different height to the path either side of the repair. It seems that too much of the new surface is being laid on top of the old surface, or the new surface being laid is thicker than the old surface. This results in an uneven surface.
Here is a photo of the repair currently being undertaken near Easton Road bridge. The new surface is around 5cm higher than the old surface. (When this photo was taken only half of the width had been 'repaired', so the image shows the difference in height between the old top of the surface and the new top of the surface.)
Can this poor quality work be corrected?
