Dangerous scaffolding and changes to listed building on number 4

Since the beginning on may 2019 Dangerous and unsafe scaffolding has been erected on number 4 marlborough hill place. The scaffolding is on the pavement but without protective coverings. The scaffolding boards are not even attached to the scaffolding bars. An accident waiting to happen.

The listed building has also had barbed wire erected on the roof?? do not know why but it does not seem legal or would have agreed planning permission.

Major changes to the buildings frontage have also been undertaken which do not have planning permission.
