Inadequate Re-Surfacing to the Cycle Path

The re-surfacing work recently carried out on the cycle path has the following issues, 1. Raised by at least 2-3cm from the original surface 2. The surface is not level and is causing a very bumpy ride 3. Asphalt used is of lower quality then the original construction and will be less durable, this can be seen where previous re-surfacing (between Morrisons and the Former Staple Hill Railway Station) has been completed and is degrading whereas the original surface is fine.
Has a quality check of the work been completed before it was signed off / approved? Would the defects of this re-surfacing work be acceptable on a highway or pavement?
This query is applicable to all the recent replacement surface work done between Morrisons, Clay Bottom, Upper Easton, Lawrence Hill and City Centre.
