Drain water not flowing into either gullies

Several years ago, then Highways Officer / officer in charge of gullies instructed ETM to do to the area in front of 5 Celia Terrace as because of the way rain falls it doesn't currently flow into either nearby gully. ETM were going to introduce a grating between the two drains. however, this never happened and the blocking of the drains is causing damage to carpet etc. in property.
