Drain broken and completely blocked by earth

Sent to Bristol City Council 1 minute later. FixMyStreet ref: 1644691.
This drain (the one with plants growing out of it) was 'fixed' last year by ETM who attended and poked it with a stick for about five minutes. I followed up my original post to inform the council that nothing had been fixed but as to be expected no further action was taken. Just in case the council is unaware what a working drain looks like I have also uploaded a picture of the drain opposite - please note that when you look into this drain it is not completely filled with earth and has no plants or flora growing out of it and you can see water etc. This [working drain] is good since both these drains are at the bottom of a steep incline - a hill if you will - which rainwater rushes down when it rains. I presume someone at some point thought working drains in these locations was a good idea...
