One way road problems at junction Brynland Avenue and Nevil Road. Big safety concern

It is common to see Road users coming the wrong way along the stretch of Brynland Avenue between Nevil Road and Dongola Avenue. This includes both cars, bicycles and vans driving along the whole stretch and also vehicles parking somewhere on the road in the wrong direction. Problems noticeably worse since imposition of the double yellow lines around corners. When challenged, some drivers say that they have not seen signs/road markings, some drivers are simply abusive, some cannot see why it is a problem

Assume that the double yellow lines mean that vehicles not parked towards the corner, therefore this (subconscious?) visual sign that one-way road no longer there? Whether or not you accept the fact that the problem is worse since the double yellow lines does not really matter - either way, there is the problem as outlined. (P.S. If you prefer, simply replace the word "imposition" with "implementation" or "introduction" in the description)

The other vehicles parked will provide motorists with that particular (tenuous) indication. Or, as trained and tested, licenced motorists, they could call on their knowledge of the Highway Code and look out for formal visual indicators, like road signs (one-way, no entry, etc). Assuming these are all correctly in place?
