Overhanging bushes

There are overhanging bushes and shrubs coming from the back garden of 4 Old Quarry Rd BS11 0EW. They are overhanging the public footpath opposite number 10. They are covering three quarters of the walkway and are so low that you cannot walk under them. This is causing problems for users of mobility scooters.
