Problem with Street Lamp no. 5

Hi I have recently moved into 69 Lime Road, BS3 1LS, and my bedroom is in the upstairs front room. There is a streetlamp located directly outside the house and, when it is switched on at night, it makes a periodic, but extremely loud, buzzing noise that I can hear in my room even with the windows closed. It is loud enough that it wakes me up at night. Not only that, but the light floods into my room, even with the curtains drawn; I am unable to make modifications to the curtains as it is a rented property.

Could you please send someone out to investigate the noise and also look at installing a shield around the portion of the lamp closest to my room in order to prevent some of the light spilling into my room.
