Dead Teated Weeds left across footpath-causing a slip hazard

In the lane running from Colliter Crescent to Luckwell Road, weeds were treated with industrial weed killer some 4-5 weeks ago and left to die back, and then to fall across/encroach into the walkway throughout the length of the lane, I was returning home from walking my dogs on the early evening of Monday 10th June, and entered the lane via the Luckwell Road entrance, only to slip on the dead weeds within the entrance and take a heavy fall onto my left hand side, and after awaiting an hour and three quarters for an Ambulance due to being unable to move I was taken to the BRI where it was discovered that I had broken my hip at the neck of the femur, I was released from hospital on the evening of Friday 14th June, and during my first attempt walk outside of home on Thursday 20th June discovered that the Lane had still to be cleared, I have witnesses and photographs to substantiate the above, but am experiencing difficulties in uploading the phots to this document
