Huge puddle blocking crossing

This is the corner of the downs where Upper Belgrave Road filters left into Stoke Road. There is a pedestrian crossing across the filter lane to an island. This crossing is completely blocked, the whole width of the filter lane, by a 6" puddle which cars cannot avoid. It's been bad for a while, today much worse. I don't know for sure it is the gully, it could be bad subsidence,.

This is still not resolved. Today we had to walk amongst the traffic to cross the road and this is very dangerous. The crossing is underwater as it’s not possible for anyone to cross safely due to the level of water. Furthermore cars driving through are spraying dirty water over people standing nearby. The pictures already posted on here reflect the issue. Why is nothing being done about this? It was reported over a month ago?
