Septic tank sewage issues

When the City Council auctioned the old Council depot at Eastwood Farm in 2017 stipulated in the contract was a term stating the purchaser puts right or repairs the septic tank sewage system (blocked run-off, which was done by Carillion under council instruction 6 or 7 years ago). What I don’t think was specified was a time schedule for the work to be carried out. The tank fills immediately after being emptied and sewage in the park is a constant problem – wet and marshy when it rains and very smelly when it is sunny. There seems to be little sign of the owner renovating the property or repairing the sewage system, which can only be deemed as a public health hazard and at a minimum very unpleasant for the users of the park.
