Bin permanently blocking pavement 42 high street

There is a wheely bin permanently on the pavement 42 High street, Westbury-on-trym. I think it is the flat above what was the old McColls shop. It is blocking the pavement and often the pavement is littered with recycling as well that spills out of all the bins. It is dangerous and people in wheel chairs or with pushchairs cannot pass easily.
