Traffic separator pushed into road

Photo shows obstruction, on a "good day", outside ~58 St Andrew's Road.
This pyramid traffic-seperator turned up during the time of the closure of Bath Buildings last year and creates a dangerous obstruction to the road. It's since been vandalized...the opposite side is painted a dark colour which obfuscates it in poor weather and lighting.
If the obstruction is moved out of the way to the curb, it is moved back to a postion obstructing the road...extending into the carriageway by at least a foot past the marked parking bays. Due to the parking arrangment of cars already creating a chicane...this obstruction can almost half the available space of the road.
It's only a matter of time before this injures a cyclist. It has also been utilized as a holder for a large branch, which makes it an impalement hazard for cyclists too.
According to the council's mapping service, there are no TROs in place for this area.
Could you please remove this object which causes a dangerous and unpredictable obstruction to the highway.

Still there after update it was being removed on 20th August. This is still creating a huge obstruction, people are clearly coming into contact with it as cracks have appeared.
