Cars parking on double yellows and pavement outside busy nursery and school

Every day cars park on the double yellows and pavement and corners of a busy stretch of Johnson's Lane opposite The Limes nursery. This prevents children safely walking on the pavement near a lollypop lady crossing area where Primary school children and nursery children are arriving and departing on foot. It also partially blocks a narrow one way section of road and makes it more difficult to see to cross. Yesterday an ice-cream van stopped here, on double yellows and pavement to sell ice creams. He was parked in this way for almost an hour.
The issue is ongoing despite occasional police presence which is welcomed.
Beyond more ticketing of cars, I believe one solution would be to place bollards along this section of pavement, making cars unable to park here and children's journey's to school safer.

It’s “motorists parking their cars on double yellow lines and pavements”, not “cars parking on double yellow lines and pavement”.
It’s important to make this distinction. Cars do not park themselves.

Action still needed to address inconsiderate parking in this area, particularly at school drop off times. An early solution would be for the school to encourage use of the playing field car park for drop off and pick up, and to open access between playing field and school site. Site would also be made safer if children etc could enter site from Johnson Road (near Railway Path) rather than having to walk to Johnsons Lane entrance.
