Litter in the grass/shrubs

Litter accumulated to Grade C/D of DEFRA's "Code of Practice on Litter and Refuse". The area is across the road from Morrison's petrol station... between Hayleigh House and the path and road. It is the grass/shrubs area that is affected. It has been in this state persistently due to the high non-residential traffic (shopping area) and the wind blowing litter in shrubs. The recent removal of shrubs made no improvement. Current cleaning schedule/number of bins result in the area being consistently littered to illegal levels. Please address this issue with both short and long-term resolutions promptly.
