Pensioner on mobility scooter unable to cross

Again, reporting this year after year. Junction at Stoke Road on the downs sideways impassable after a heavy shower. Just witnessed mobility scooter unable to cross here, you can see her by the tree and you can see the wake of the water from the car driving through it. The poor woman had to go down upper belgrave road and cross there hoping cars would stop for her. Which they did, but shouldn't have to. I've reported this for at least the past 4 years.
