One of two drains on right side of road/hill - regularly blocks with leaves

This is one of two drains on the right hand side of the road from the top of the road. The flow of water to this drain is huge and it regularly gets covered with leaves sending the surface water onto our front garden and which flooded our basement in November 2018. Please could a new gully be installed from this drain to the drain further down the road making sure the water is channelled to a drain and not our front garden and risk our basement flooding again. We regularly remove the leaves from the drain, but it isn't enough, it will only take one downpour when the leaves drop from the trees and all the surface water will end up in our basement. Please could this be looked at urgently
