Overgrown brambles and ivy destroying property boundary

Overgrown brambles (mixed with ivy and other growths) have spread beyond Council owned land onto private property, destroying the boundary fence in the process. The overgrowth is at the rear end of my property and is such that they are beginning to present a hazard to my young children who play in the garden. In addition, the overgrowth appears to host rats, and a couple have been seen to come out of the brambles and into my garden. This also presents a health risk to my children. These brambles are also beginning to invade neighboring properties.
