Wires overhanging road

On Lower Redland Road, there is a cable going over the road near a huge tree (almost looks like wires coming from the tree), possibly a lorry has clipped the wire going over the Road towards redland Terrace, and now the wire is hanging lower and could be made worse if a vehicle was to hit again, even at head height for people if it gets worse ( a car could get under at the moment). please investigate ASAP
