Hedges torn out and on pavement due to stolen car collisikn

Hi I have reported this yesterday but this has still not been resolved. The hedges were torn out due to a car ploughing into them and are no causing a hazard as well as stone and bricks that have been torn out 70 hartcliffe rd Knowle bristol bs4 1hd

These hedges having been ripped out of the ground are now dead and dry so are now causing a fire risk especially as Bonfire night is only a couple of weeks away , I live next door and am afraid that somebody is going to ignite the bushes putting my property in danger. The house who's hedges they are is council owned and its now been a month with nothing been done.
