Drain blocked, smelling badly, overflowing when it rains etc

There is an issue with the drainage system on spring street, near the bottom of the dead end right next to the new Help Bristol's Homeless development, it overflows in rainy weather and is emitting a dreadful stench. It is located outside what used to be Units 3 & 4.
