Parking on zig zags

Every day, dozens of vehicles park on the approach to the pedestrain crossing on the zig zag markings. This severly obstructs the view of pedestrans crossing from the shop side of the road. Those offending are often going in to the betting shop. This requires enforcement as I have never seen parking services or police issuing a penalty notice. A simple solution would be to build the kerb/pavement out by the betting shop towards the crossing to reduce the road width near to the crossing on one side.
