Dangerous barbed wire wrapped around gate at 13 Roman Road

There is barbed wire wrapped at toddler face height (about 90cm above ground level) around a gate directly adjoining the pavement at 13 Roman Road, next door to Paradise Fashions and opposite the Albion Road children's play area. It's been there for years. It's dangerous, particularly to children, and illegal as it is causing a public nuisance. Months ago I spoke to a PCSO who promised to investigate, but nothing was done.
