Skip without proper signals

Last Friday in the morning when going to work I crashed my car into a skip. I had several damaged on my car that probably has to be changed. The skip has not proper signal or lighting and it cover a large part of the road as you can see from the pictures. I contacted the council by phone and was suggested to send an email so that I am writing in this space. I need to know how and were I can ask for the cover of the damages of my car. There was a cones positioned near the footpath but not visible from the street, for this reason I am asking to cover the damages of my car. Can you please contact me with some information about it? Thanks

Every day I drove up to Ashley Down to go to work (Bristol City College), the skip is still in the same position and without any visual signal (cones or lights). I am worried that someone else can have the same incident. I find it very dangerous. I would like to be updated as soon as possible and to know how I can deal with the damages of my car. Kind regards
