Blocking the footpath every day

I am a wheelchair user and this car (and sometimes a white van) are parking on the pavement every day. I cannot get passed. I can go into the road to pass but there is no drop kerb to get back out of the road after. I have spoke to the driver, and so have other residents, but this is ongoing. Please can the law be enforced. I am being put in danger. Thanks.

As the car owners are aware there are disabled people in the area (4 disabled parking spaces in the road) and can see people needing the footpath due to having walking aids or wheelchairs I believe that this is a disability hate crime by refusing to park else where after being asked and this needs police involvement.
