Blocked drain causing large area of pavement and steps up to Rosebery terrace to be dirty and slippery

I moved into Rosebery Terrace over the summer and the whole time I have lived here there has been what seems like a blocked drain on the terrace. This has caused a large amount of orange coloured dirt to cover the pavement by the bins for this road, and also cover the steps up to the houses. I have heard from another resident that the drain in question has been looked at by the council recently, yet the problem persists and with all the heavy rain we have had recently and are forecast to have in the near future, we are growing concerned that the pavement will continue to be clogged. The worst of the orange dirt/slimey residue is at the base of the left hand staircase up to Rosebery Terrace (left when facing the raised houses); particularly around the communal bins, and slowly covering more of the stairs over the weeks.
