Dangers in road following double yellow lines

Yellow lines were insytalled this summer, now neighbours park on the otherside of road on pavement, as the road has now been made too narrow for cars to go past properly, please investigate, resident is worried an accident may happen due to these changes, she thinks the yellow lines have been extended way too far, and is not sure that this is right or safe.
