Electrical cable exposed

On the pavement adjacent to Tenovus charity shop there is an exposed electrical cable. It's been pushed up by the roots of the tree (it's entangled within the roots).
It's only a matter of time before the insulation wears away and live conductors are exposed.

*EDIT* the tree is actually adjacent to the St Peters hospice shop. it's on the right hand side of the pedestrian crossing facing the road.
