Bicycle parts chained to lamppost

There is an abandoned bicycle wheel chained to the lamp post for several weeks. Lamp No.3 Closest to Philip St. It is an obstruction to people on the pavement. I have taken the time to lift it off the ground where it was a trip hazard but it is chained so cant move it further out of harms way. The abondended tatty bicycle it belonged to has been a nuisance for months being chained to the lamp post in this street with no consideration to pram and wheelchair users. It has now been stolen leaving only the wheel behind and it still obstructing the pavement.
