Human excrement from caravan occupiers

We flagged up at the start of 2019 that since the arrival of caravans along Cole Road, human excrement, tissue, wet wipes etc have be left in the street. This complaint was logged as 'fixed' but the problem still persists - excrement and tissue still regularly appears by the bridge (off cole rd) leading to showcase. This morning we arrived at our premises to find that someone has defecated right in front of our gates. There are obvious tells to indicate this is human faeces.
Whilst we haven't filed a DNA report to match the samples with the caravan owners, we can clearly state that in the 15 years of running a business from these premises this has never been an issue until the arrival of these caravans.
This is an obvious health risk to the public and should be dealt with immediately. Cole Rd does not have the facilities to accommodate caravans - it is not acceptable for the owners to defecate on the path or block public access with their personal possessions. Could the council please intervene and move them on to a site which can accommodate their needs.
