Drainage causing stench and huge puddle restricting access

Upon viewing the property last year we were greeted with a pool of water at the front of the house indicating that this has been an unresolved issue for some time now. There is an issue with the drain (blocked) which isn't helped by the clear slope directly where the drain is positioned. This means that the business owner next door cannot continue with business as usual - his clients have to use our private gate to access the workshop; we cannot use the footpath outside our own house, nor park there without damaging vehicles due to not being able to see, not to mention children walking to and from school having to walk out into the road causing unnecessary danger - I dread to think of the struggles the elderly have. It is a surprise no one has been hurt previously. You can smell the drain from the arch of the bridge, this is clearly unsanitary and a health risk to any human within the vicinity. I cannot believe this issue hasn't been resolved sooner considering the previous dismissal of complaints. The puddle can reach almost to the centre of the left side of the road when it is raining. The puddle is permanently there during rainy seasons, even when it is not raining. Please resolve this issue, it affects our daily life as well as many others. The photos I have attached is of the puddle not even at its largest.
