Car on Pavement!

The same car keeps parking on the pavement. Today while on the school run I was forced to use the road with my pushchair and 2 other young children. Consequently to this a car which was going too fast around the bend, thankfully we'd made it around the obstruction car back to the pavement. To my understanding there is a disabled persons living in the house and he gets various visitors to I assume help him on a weekly basis. The other cars leave another room for pushchairs and wheel chairs to get past. But this particular person doesn't seem to care about others!
A new enquiry has been raised for this issue.

The MOTORIST is parking on the pavement. The MOTORIST is driving too fast The other MOTORISTS leave room for pedestrians.
