Road drain flooding, risks overflowing into basement flats

The road drain outside number 39 Argyle Rd ppears to be blocked, water doesn’t go down it and when it rains this part of the road starts to flood. With heavy rain it would easily flow over the pavement and into nearby basement flats causing significant damage.
