Humps in road

Caller explains that the level of the road surface was dropped a while ago, to stop vibration to house. The road has recently been resurfaced and vibration is happening again. Can the surface be lowered. At pedestrian crossing outside 4 Catherine Mead St - property owner advised cracks in wall forming
