Allocated Parking bays?

Caller is looking to get some sort of parking restrictions in place on her street due to the nature of the road and the lack of parking from competition with the neighbours. I have advised that she speak with her local councillors about getting some sort of restrictions on parking put in place but I wasn’t sure if there was something else that could be done from a highways perspective.
Sarah says that there are two properties used as HMOs, and most of the other houses have more than 1 car. Even though there is some off street parking she says that she cannot park in her own street. The current parking bays outside nos. 1 -4 Coldpark Gardens were installed about 20 years ago, however these are being used by other residents in the cul de sac.
She will be emailing photos and video clips of the parking issue in the cul de sac as evidence to Highways.
Sarah is requesting that the bays outside nos. 1-4 become allocated bays for those properties.
