Trees drastically overgrown and tenants too old to cut down

I live next to a Council Tenant 791 Bishport ave and behind me is 41/43 Newland Road - both tenants have drastically overgrown trees. (they are not able to have the trees cut themselves) My shed has collapsed and I have trees at the back of my garden which i keep trimmed, but now the other tenants trees are double the size of my house and i am concerned for the rootage and the light etc. I would take mine down but the trees would destroy new fencing. This has been going on for a few years now, but i am getting concerned more with the aspects of what weather conditions we have and how it may affect the trees with regards to falling or breaking branches and damaging properties. Please can someone visit the gardens and appreciate what i have to live with each day
