Water meter covered by new footpath resurfacing

Recently the footpath was resurfaced and the water meter for No. 4 was covered over, there was tape by it to help remove the tar but thus has broken off. There is now no way to access the water meter or stop tap. The meter is directly outside the driveway if no. 4, some tape edges are still visible to show location of the meter cover.
