Dangerous Bollard Stump on drive into parking area

1 out of a set of 4 bollards on the adopted grass verge (the 4 bollards mark a drive into a small, private parking area for local shops) is damaged and a spiked stump remains (approx. 6 inches). The stump has punctured a vehicle tyre. It is covered in leaves and is therefore near invisible and may well lead to more incidents.
