Merchants 'House' have blocked off dropped kerb

Merchants 'House' have erected fences over the dropped kerb at the end of Averay Road. Now no safe area to leave footpath in wheelchair. Rough gravel has been put there by Merchants House builders but too rough for wheelchair use or to safely walk on. Even if you could leave the path in a wheelchair, the path in front of Merchants House is blocked by cars so anyone wishing to leave the street either has to cross the road or walk out into the road.
