Serious and persistent drainage problem causing flooding

The drains at the corners of Pembroke Road where they meet Richmond Park Road and Queens Road are persistently blocked. After heavy rainfall this causes significant flooding across the pavement and road, creating a dangerous situation for pedestrians. My 10 and 14 year old children have to walk in road itself, which is very busy at peak times, to avoid getting soaked. I’ve watched dozens of others face the same situation. This has been ongoing for months if not years, and happens every time we have a heavy rainfall. This section of the road clearly needs major investigation and potentially digging up to renew the drains to improve the capacity. PLEASE can you do something once and for all.
