Temp traffic lights allowed to put traffic lights when no works

Traffic delays on Whitehall Road this morning due to temporary traffic lights. Why company allowed to put traffic lights down when no works happening at junction with Howard Street. Opposite mobility scooter shop. Yesterday evening was fine as could drive straight through. No works going 07.30am. Traffic tailed all the way back to Summerhill School. Drivers were turning around trying to use main St George's road. Horrendous. Call back requested.
